As we approach the 2025 AI Summit in Paris, where world leaders will gather to address the challenges of artificial intelligence, one question stands at the forefront: How do we maintain trust in an era of synthetic media? The answer lies not only in reliable detection of AI generated content, but also in verification—and more specifically, in enabling content creators and organizations to make their human work verifiable through sovereign infrastructure.

Beyond Platform-Based Trust: A New Paradigm

The debate around content verification has reached a critical juncture. While major platforms step back from fact-checking efforts, citing free expression concerns, a more fundamental shift is taking place: the responsibility for content verification is returning to its rightful place, with the content creators and legitimate institutions themselves, and at the end to enable the public to carry out their own verification of facts.

This shift comes at a crucial moment. As synthetic media becomes increasingly sophisticated, we need to move beyond the model where platforms act as arbiters of truth, and beyond the model where platforms let fake news spread at a large scale without fact-checking support. Instead, we should focus on building sovereign infrastructure that allows organizations to make their content verifiable, independent of platform policies.

Rethinking Content Verification

The widespread anxiety about AI-generated content stems from a legitimate concern: if we can no longer distinguish between real and synthetic content, how can we trust anything we see? However, this fear misses an important point. The solution isn't in trying to detect AI generation only, but also and especially in establishing verifiable trust through content provenance using robust technologies like digital watermarking that can trace content back to its source.

This approach fundamentally changes the dynamics of content verification. Organizations can choose to make their content verifiable at the source. This shift has several important implications:

  1. Sovereignty: Organizations maintain control over their verification infrastructure, independent of platform policies or changes in platform ownership.
  2. Selective Access: Content creators can determine who has access to verification capabilities, whether it's the general public or specific verification professionals.
  3. Platform Independence: When content verification is built into the content itself, platforms become mere distribution channels rather than arbiters of truth.

Real-World Implementation

Leading organizations are already implementing sovereign verification systems based on digital watermarking technology. The Agence France-Presse (AFP), for instance, has implemented a digital watermarking infrastructure that enables accredited fact-checkers worldwide to trace content back to its source and verify its authenticity, regardless of where images appear online. This approach demonstrates how organizations can maintain control over their content's verification while choosing their verification audience. The choice of digital watermarking as the underlying technology is crucial here - it ensures not only infrastructure sovereignty but also technological sovereignty, as the verification capability becomes an inherent part of the content itself, independent of external databases or platform-specific solutions.

The Regulatory Perspective

The current debate around platform content moderation and fact-checking misses a crucial point: these are fundamentally business or political decisions made by private companies. Rather than depending solely on voluntary platform policies, we need a regulatory framework that:

  • Recognizes the right of content creators to make their work verifiable online
  • Ensures verification infrastructure remains independent of platform control
  • Protects the ability of legitimate verification bodies to access authentication tools

The Path Forward

As we move into 2025, the focus should be on building an ecosystem where platforms act as neutral carriers rather than arbiters of truth or voluntary spreaders of fake news thought inaction.

The upcoming AI Summit in Paris will be a crucial moment to discuss these important developments. As different stakeholders come together - from tech platforms to media organizations - we must focus on building a robust framework that respects both the need for verifiable content and the sovereignty of content creators.
